The Environmental Simulation Center was hired in May 2008 to produce photo simulations of the Draft Generic Environmental Impact Statement (DGEIS) for the Alexander Street Master Plan for the City of Yonkers, New York. The original DGEIS contained rudimentary visual representations of the master plan. However, for analyzing impacts on visual resources, photo simulation, the process of merging a 3 dimensional model of a proposal with a photograph of existing conditions has become the standard under the State Environmental Quality Review (SEQR). ESC modeled the DGEIS plan in 3 dimensions and textured the model with generic facades. The model was presented to the City in a real-time format, which allowed the plan to be viewed from any distance and from any part of the City and explored in real-time.
The City then used the real-time simulation model to modify the plan in response to comments generated during the public hearings. The City went through many iterations of the Alexander Street Master Plan with ESC and the plan evolved into a draft preferred plan for Alexander Street.
The ESC produced a real time model of the preliminary and final draft designs and created photo simulations from different viewpoints.
